Qualification Summary
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-11 grade level for consideration for the GS-12 grade level; one year at the GS-12 grade level for consideration for the GS-13 grade level). For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: knowledge and understanding of financial management analysis practices, Federal budget, regulatory, and legislative processes, including in-depth knowledge of the Congressional operations, and thorough and detailed knowledge and understanding of OMB policies, directives, and regulations. There is no substitution of education for experience at the GS-12 level. For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Expertise and comprehensive knowledge and understanding of financial management analysis practices, Federal budget, regulatory, and legislative processes, including in-depth knowledge of the Congressional operations, and thorough and detailed knowledge and understanding of OMB policies, directives, and regulations. There is no substitution of education for experience at the GS-13 level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-501 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience.
