Qualification Summary
Specialized Experience: GS-07: One full-time year (12-months) of specialized work experience equivalent in difficulty and responsibility to the GS-5 level in the Federal service or private sector, that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. My experience demonstrates planning, organizing, directing, and controlling an agricultural business enterprise; or providing financial, operational, or managerial assistance to an agricultural business; or reviewing and analyzing agricultural marketing studies.

Superior Academic Achievement
-OR-
One full academic year (18 semester hours) of progressively higher- level graduate education or master’s or equivalent graduate degree from an accredited college or university
-OR- A combination of education and experience listed above. GS-9 level: One year of specialized experience at the next lower grade level (GS-7) in the Federal service or private sector equivalent that demonstrates a fundamental knowledge of programs, policies, procedures and regulations applicable to crop production, crop insurance, insurance, farming, agriculture, agriculture cycle and trends, and/or agricultural risk management practices, with skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

Master’s or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, LL.B. or J.D., if related. Related degrees may include agriculture, agricultural economics, farm management, agronomy, horticulture, economics, business administration, mathematics, law, or any other field directly related to the position to be filled.

A combination of education and experience as defined above. GS-11 level: One year of specialized experience at the next lower grade level (GS-9) in the Federal service or private sector equivalent that includes but is not limited to planning, conducting and implementing research and analysis pertaining to agriculture, business data, or business support processing system issues; including applying analytical and investigative techniques while evaluating problems and conducting detailed analysis of complex functions, data and work processes to ensure uniform and consistent application of underwriting policy, laws and other legal and procedural requirements.

Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees may include agriculture, agricultural economics, farm management, agronomy, horticulture, economics, business administration, mathematics, law, or any other field directly related to the position to be filled.

A combination of education and experience as defined above. GS-12 Level: One year of specialized experience at the next lower grade level (GS-11) in the Federal service or private sector equivalent that includes interpreting requirements for the implementation and administration of new or revised legislation or regulatory changes to insurance or agricultural programs, policies and legislation; ensuring uniform and consistent application of agricultural or insurance related policies and laws; and developing or modifying risk management and insurance programs and performing evaluations to ensure their efficiency and effectiveness. Education may not be substituted at this grade level. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
