Qualification Summary
TARGETED POSITIONS: This position may be filled at the GS-09 OR GS-11 LEVEL. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. REQUIREMENTS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level, GS-07, pay band or equivalent. An example of creditable specialized experience includes: research and analyze complex and unique logistics policy problems, interpret complex and controversial workload analysis findings and persuade operating officials to adopt proposals for substantial change, develop innovative solutions to identified processes work limitations, assure all projections of programs, workloads, projects meets the mission and goals of the organization, formalize system requirements into appropriate specifications, delivers presentations on proposals, program/project status, accomplishments, problems, requirements for support, and recommendations. OR
EDUCATION SUBSTITUTION FOR GS-09: I have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcript(s). OR
COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: I have equivalent combinations of successfully completed post 1 full year of graduate level education with a major or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcript(s). SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-09), pay band or equivalent. Specialized experience is includes; research and analyze complex and unique logistics policy problems, interpret complex and controversial workload analysis findings and persuade operating officials to adopt proposals for substantial change, develop innovative solutions to identified processes work limitations, assure all projections of programs, workloads, projects meets the mission and goals of the organization, formalize system requirements into appropriate specifications, delivers presentations on proposals, program/project status, accomplishments, problems, requirements for support, and recommendations. EDUCATION SUBSTITUTION FOR GS-11: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR
COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: I have equivalent combinations of successfully completed post 2 years of graduate level education with a major or subject area related to the position and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcript(s). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level and one year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in the application of a variety of complex logistics and industrial management concepts and analytical/evaluative management techniques concerning the efficiency and effectiveness of related industrial program operations.
2. Knowledge of production/shop floor techniques, workflow, shop capabilities, utilization, capacity, equipment/tool requirements and use of them in the production environment.
3. Knowledge of long and short-range planning disciplines with ability to apply to workload requirements, determine changes and trends and be able to discern the medium and long-range effects of a multiplicity of logistics programs developed.
4. Knowledge of management techniques, policies, programs, operations, and organizational concepts of the organization and associated support, as well as the attendant management information systems concept.
5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through fact, professionalism, courtesy and diplomacy. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
6. Knowledge of various funding documents and their uses; accounting policies and practices of cost benefit analysis; revolving fund process {DMAG).
7. Knowledge of DoD, USAF, AFMC, FM and other pertinent regulations and procedures applicable to the Electronics Group operations and partnering workload.
8. Ability to make decisions and be capable of working under pressure.
9. Knowledge of various computer systems, software and the ability to effectively use a computer. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
