Specialized Experience (GS-05): One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Utilizing Human Resources (HR) rules, procedures, and operations to support an office. Processing personnel actions for an office. Meeting with employees to discuss and resolve complaints, and routing unresolved complaints and information to the proper staff for resolution. Explaining basic HR rules, regulations, policies and procedures to employees to resolve complaints. Proofreading, printing, distributing materials and arranging for meetings. Experience using computers and various software programs to draft documents and extract, revise or sort files, records and/or databases. Locating and selecting appropriate guidelines, manuals, references and procedures to resolve personnel actions or complaints. -OR- Education: A Bachelor’s degree or four full academic years (120 semester hours or 180 quarter hours) above the high school level leading to such a degree. The education must be obtained in an accredited business, secretarial or technical school, junior college, college or university. -OR- Combination of Specialized Experience and Education: A combination of education and HR specialized experience that totals 100% of the requirement for this grade level. (Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
