To qualify for this position, you must meet the following requirements: SPECIALIZED EXPERIENCE GS-12: One year of specialized experience, equivalent to the GS-11 grade level which has provided me with the knowledge, skill, and ability to successfully perform the duties of a Human Resources Specialist (Employee Relations). Specialized experience includes demonstrated knowledge of analyzing, evaluating and developing major aspects of agency-wide labor relations programs that require isolating and defining unknown conditions, resolving conflicting problems, and developing new concepts and methodologies; and resolving issues of sensitivity and potential controversy that may promote advances in principal human resources program plans, goals, objectives, and milestones. Serving as a staff subject matter expert (SME) to other consultants handling negotiations that typically involve the development of new approaches; and serves as a technical advisor to management on the potential impact of negotiations and third-party decisions, charges of unfair labor practices, negotiability issues, and impasse resolutions as they relate to organizational and mission goals. TIME-IN-GRADE REQUIREMENTS: All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the next lower grade level, GS-11, or equivalent grade level of the federal service is required to qualify for this position. GS-13: One year of specialized experience, equivalent to the GS-12 grade level which has provided me with the knowledge, skill, and ability to successfully perform the duties of a Human Resources Specialist (Employee Relations).
