Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement.
Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air)
Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:
Enlisted: E9 Supervisor for this position is Col Goodwill. Manpower # 01034105 GENERAL EXPERIENCE: Applicant must have a validated understanding of the basic principles and concepts of the position’s required work. SPECIALIZED EXPERIENCE: Application must indicate at least 24 months of work experiences in the Air National Guard personnel programs that involved working with traditional military, Title 32 Excepted Service Dual Status military technicians, and AGR programs. SUPERVISORY EXPERIENCE: In addition to the specialized experience, application must show 12 months of career broadening supervisory experiences in leading, planning, and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The applicant must have experiences that included guiding employees on military and/or civilian program tasks. Experienced in conducting employee performance evaluations; mentoring enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees’ increased performance values in quality work, timeliness considerations, and work efficiencies. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. – Knowledge of pertinent laws, regulations, policies and precedents which affect ANG Wing enlisted personnel professional development, assignments, morale, welfare, discipline, performance, awards and recognition, recruiting, equal opportunity and related support resources (people, money, or equipment). – Knowledge of the major issues, program goals and objectives, work processes, and administrative operations pertaining to all enlisted personnel matters in their respective
wing. – Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of the Wing Commander’s enlisted personnel and career development programs. – Knowledge of the mission (includes wing domestic operations), organization, and work processes of programs throughout the various military commands and the relationships of administrative support activities (e .g., data processing, accounting, budget) to such missions. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
