Qualification Summary
SPECIALIZED EXPERIENCE REQUIREMENTS
GRADE 11: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level of GS-9 in the Federal service. Specialized experience for this position is defined as: GS-11: Applying knowledge of a wide range of real estate principles, concepts, and practices to perform negotiations for facilities and land rights (e.g. construction, easements, leases, permits, fees, etc.) and perform property management and disposal functions for the organization (e.g. property use, lease, and disposal). You may substitute education for specialized experience as follows: Three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree -OR- combination of education and experience as described above; if it provided the knowledge, skills, and abilities necessary to do the work. GRADE 12: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as:
GS-12:Applying knowledge of a wide range of real estate principles, concepts, and practices to perform negotiations for Memorandum-Of-Understandings (MOU) and other agreements for facilities and land rights (e.g., construction, easements, leases, permits, fees, etc.) and perform property management and disposal functions for the organization (i.e., property use, lease, and disposal).
There is no substitution of education for experience at the GS-12 level.

Influencing and Negotiating – Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
Oral Communication – Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Real Estate – Knowledge of real estate principles, practices, markets, and values.
Technical Competence – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Written Communication – Writes in a clear, concise, organized, and convincing manner for the intended audience. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
