You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-07: One year of specialized experience which includes gathering data in the area of manpower or personnel management and utilizing automated systems to retrieve information and/or prepare reports for briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). Specialized Experience for GS-09: One year of specialized experience which includes developing recommendations and supporting rational relating to manpower allocations and preparing statistical reports from information gathered from studies and/or surveys for the forecasting of program requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Specialized Experience for GS-11: One year of specialized experience which includes compiling, reconciling, and/or correlating data regarding manpower and equipment resources and programs; conducting analytical studies in the areas of manpower and personnel management to determine the validity of adjustment requests and/or changes; and making recommendations regarding the allocation of manpower resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). NOTE: Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
