MINIMUM QUALIFICATION REQUIREMENT:
GS-11: Ph.D. or equivalent doctoral degreeor 3 full years of progressively higher level graduate education leading to such a degreeor LL.M., if related -OR- one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the federal service -OR- equivalent combinations of education and experience.
GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.Definition of Specialized Experience: To meet specialized experience, your resume mustdescribe experience that demonstratesthe particular knowledge, skills, and abilities as defined below:
GS-11: Experiencegathering data and creating reports or documents in accordance with Federal laws aboutemployees’ job-related problems and complaints.Experienceadvising employees on procedures, regulatory requirements and their rights in grievances and appealsprocesses.
GS-12: Experience as a technical representative in preparing and presenting grievances and appeals before third parties in administrative hearings.Experience advising senior management and supervisors on complex issues such as grievances and appeals, adverse actions, employee discipline or ethical issues. Experience advising employees on procedures, regulatory requirements, and their rights through the grievance and appeals processes.
