Recent Graduate Program Eligibility: To meet this requirement, you must have obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the past two years. Veterans who were unable to apply within two years of receiving your degree due to military obligation, have as long as six years after degree completion to apply. If eligible, documentation of your appointment eligibility through transcripts, letters, records or statements issued from the governing body or institution, and veterans’ documentation, if applicable, must be submitted with your completed application. You may qualify at the GS-7 level, if you fulfill one of the following qualifications: A. 1 full year of graduate level education;
B. Superior academic achievement;
C. One year of specialized experience equivalent to the GS-5 grade level that demonstrates: Gathering, reviewing, and consolidating narrative information and statistical data to formulate and present budget requests; checking accuracy of budget and program data; preparing preliminary budget estimates; reviewing and recommending approval, disapproval or modification of budget execution documents; examining financial documents for proper accounting classification and authorization; reviewing, approving, and auditing travel authorizations and vouchers; performing reconciliations; analyzing a variety of accounts; entering and processing data into various accounts and the general ledger; adjusting differences between the general ledger and subsidiary accounts; closing entries; You may qualify at the GS-9 level, if you fulfill one of the following qualifications: A. master’s or equivalent graduate degree;
B. 2 full years of progressively higher level graduate education leading to such a degree;
C. LL.B. or J.D., if related;
D. One year of specialized experience equivalent to the GS-7 grade level that demonstrates: Independently performing a minimum four (4) or more of the following duties assisting in the preparation of budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed; gathering, reviewing, and consolidating narrative information and statistical data to formulate and present budget requests; checking accuracy of budget and program data; preparing preliminary budget estimates; reviewing and recommending approval, disapproval or modification of budget execution documents; examining financial documents for proper accounting classification and authorization; reviewing, approving, and auditing travel authorizations and vouchers; performing reconciliations; Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet “time-in-grade” requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. All qualification requirements must be met by midnight (Eastern Time) on the closing date of this vacancy announcement.
