Qualification Summary
The position of Administrative Management Specialist falls under the 0301 occupational series. To qualify for this position at grade GS-5/7, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/07/2020.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee’s position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee’s supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee’s official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Applicants must meet the following minimum qualifications: Time-In-Grade Requirement:
GS-05: Applicants must have one year at the GS-04 grade level or higher in the Federal service.
GS-07: Applicants must have one year at the GS-05 grade level or higher in the Federal service. For the GS-05 (or equivalent pay band): Your resume must demonstrate that you have three years of general experience that includes one year of experience at or equivalent to the GS-04 grade level or pay band in the federal service or equivalent experience in the private or public sector performing work that requires using automated office systems to manage data; reviewing documents for accuracy and completeness, constructing and managing files. Examples of experience include: assisting with administrative support functions related to procurement, property accountability, facilities management, and/or payroll operations; experience working with others in person-to-person work relationships. For the GS-07 (or equivalent pay band): Your resume must demonstrate that you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing work that requires providing a variety of administrative and office support functions in multiple areas such as human resources management, administrative policy, budgetary and program management analysis. Examples of experience include: performing administrative support functions related to procurement, property accountability, facilities management, and/or payroll operations; gathering data from information systems; working with quality assurance. Education Substitution: GS-05: A Bachelor’s degree or a full 4-year course of study in any field leading to a Bachelor’s degree from an accredited college or university may substitute for the experience required at this level. One year of full-time undergraduate study is defined as 30 semester or 45 quarter hours. GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR Superior Academic Achievement (SAA) may also substitute for the experience required at this level. SAA is defined as a Bachelor’s degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, having a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
