GS-07: You qualify for the GS-07 grade level if you p[possess one of the following: A. Experience: One year of specialized experience, equivalent to the GS-05 grade level in the Federal service, performing developmental assignments under the close guidance of a higher level specialist that provided exposure to a wide variety of management and administrative methods, techniques, and practices such as updating budget data on spreadsheets; compiling data for budget requests; preparing requests for personnel actions; providing orientation to new employees; coordinating office moves and telephone service requests; monitoring usage of government motor vehicles; collecting and analyzing information related to workflow, office procedures and control systems in support of program evaluations; and responding to routine questions concerning administrative procedures and requirements. or B. Substitution of Education for Experience: You may substitute successful completion of one full year of graduate-level study or a Master’s or higher degree, e.g., Ph. D. in an appropriate field such as business administration, industrial management, industrial engineering, industrial psychology, public administration, political science or government. or C. Superior Academic Achievement: You may substitute superior academic achievement for the experience required at the GS-07 level. You must have completed the requirements for a Bachelor’s degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. The degree must be in the fields described in “B” above. or D. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-07 grade level. GS-09: You qualify for the GS-09 grade level if you possess one of the following: A. Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, performing duties such as: (1) Providing assistance to senior specialists in the evaluation and analysis of operational and administrative programs; (2) Identifying quantitative and qualitative productivity standards, measures of performance and reporting procedures, and resource utilization effectiveness and efficiency; (3) Assisting in the execution of administrative programs by carrying out specified portions or segments of specific projects such as updating budget data on spreadsheets, preparing routine budget requests, preparing requests for personnel action, providing orientation to new employees, coordinating office moves and telephone service requirements, and monitoring usage of government motor vehicles; (4) Collecting and analyzing information related to workflow, office procedures and control systems in support of program evaluations; and (5) Identifying and recommending solutions to administrative problems and providing advice to staff on established methods and procedures. or B. Substitution of Education for Experience: You may substitute a Master’s, LL.B., J.D., or equivalent graduate degree, or have successfully completed at least two full years of progressively higher-level graduate education leading toward such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. or C. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-09 grade level. GS-11: You qualify for the GS-11 grade level if you possess one of the following: A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, performing such duties as: (1) Coordinating and monitoring a variety of administrative projects (i.e. budget, personnel, travel, space, logistics); (2) Identifying and recommending solutions to a wide range of administrative problems; (3) Analyzing administrative data from a variety of sources to develop trends, patterns, profiles, estimates, and studies; (4) Preparing preliminary and finished reports and documents; and (5) Representing the office in dealing with vendors and personnel from other administrative support organizations. or B. Substitution of Education for Experience: You may substitute a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. or C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement. GS-12: You qualify for the GS-12 grade level if you possess the following: Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, performing duties such as: (1) Applying (and modifying, if necessary) established practices to specific administrative problems which involve many variables; (2) Conducting independent evaluations on administrative functions and preparing study findings, recommendations, and reports; (3) Providing advice on a variety of administrative and management programs and procedures; (4) Making agreements and commitments at meetings and during telephone discussions in accordance with previously received functions; and (5) Performing liaison functions with other organizations, including effectively presenting the organization’s needs and establishing harmonious working relations with counterparts.
