Qualification Summary
All qualifications must be met by the closing date deadlines as stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to managing a maintenance program. Examples of qualifying specialized experience include: (a) managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (b) conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and/or (c) performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Important: To qualify on education, the education must be from an accredited college or university with a major in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, such as engineering, industrial arts, property management, or business administration. You must also include a copy of your transcripts with your application package to support your claim.
EXPERIENCE/EDUCATION COMBINATION: Must have a combination of graduate education and specialized experience of the type and level described above. For example, must have six months of specialized experience (50% of the required specialized experience) and 45 semester hours or 68 quarter hours of appropriate graduate study (50% of the required graduate level study). Note: You must also include a copy of your transcripts with your application package to support your claim. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. When describing the nature of your duties (e.g., your paid or unpaid work or volunteer experience), please be extremely clear, thorough, and specific.
