In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Schedule Qualification Standards, Emergency Management Series, 0089 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade to the GS-07 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes the ability to use the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to emergency management; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to emergency management; possesses the technical competencies to perform functional position requirements in emergency management; prepares and/or executes programs, policies, procedures and activities in emergency management.
EDUCATION: I have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master’s or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards and regulations, and/or technical orders, to include Occupational Safety and Health Administration (OSHA) directives as it pertains to hazardous materials response; National Response Framework (NRF) organization, lines of authority, installation response roles and responsibilities; and natural disaster response procedures, training, and use of special equipment. Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, communications equipment and decontamination. Knowledge of policy and procedures of Air Force Material Management System, AFMETCAL, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS). Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. Skill of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Ability to communicate effectively both orally and in writing. Physical Demands
The work requires frequent inspections of installation shops, hangars, storage facilities, offices and barracks, necessitating extended periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. The work may require specific, but common, physical characteristics and abilities such as above-average agility and dexterity. Must be able to wear respiratory mask and protective clothing in hot/cold climates for extended periods of time. Must be able to lift and carry 40 pounds. Work Environment
Work is routinely performed in an office environment that is adequately lighted and climate controlled. frequently incumbent may work in unsheltered outdoor environments during inclement weather with high noise levels. Work on occasion requires the incumbent to perform EM duties in storage or industrial areas that involve moderate risks or discomforts. Safety equipment may be worn including (but not limited to) safety toe shoes, gloves, and protective eyewear. Safety wear will be provided by flight. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
