Qualification Summary
Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Conducting studies on administrative practices and procedures and identify, analyze, and recommend solutions to problems related to facilities and building management; Recording administrative transactions and preparing a variety of automated reports; Updating data on spreadsheets; Identifying and recommending solutions to facilities or building management related problems, and providing advice to staff on established methods and procedures. OR You may substitute a Master’s degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Coordinating and monitoring a variety of facilities and building management projects; Identify issues and propose solutions to various facilities management issues, some examples may include: space management concerns, furniture procurement and installation, and coordination of office moves; Analyze administrative data from a variety of sources to develop trends, patterns, and estimates; Represent the office and/or organization in dealings with vendors, property management companies, and personnel from outside organizations. OR You may substitute a doctoral degree (PhD or equivalent degree), or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. (if related for experience) at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. GS-12: In addition to the requirements at the lower grade levels, you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying and modify established facilities and building management practices to specific administrative problems which may involve a number of variables; Conducting independent evaluations of facilities issues and building management functions and preparing routine reports related to such evaluations; Providing advice on a variety of facilities and building management programs and procedures to various levels of management; Make agreements and commitments at meetings and during telephone discussions in accordance with established agency or office guidelines, represent the office in dealings with internal and external organizations, vendors, and property management companies.
