Qualification Summary
These positions are in the Office of Audit Services (OAS), in OIG/HHS. OAS examines the performance of HHS programs and/or HHS grantees and contractors in implementing their responsibilities and provides independent assessments of HHS programs and operations. These assessments help reduce waste, abuse, and mismanagement and promote economy and efficiency throughout HHS. OAS conducts audits using its own resources and oversees audit work done by others. It conducts its work in accordance with Government Auditing Standards issued by the Comptroller General of the United States; the Single Audit Act Amendments of 1996; applicable Office of Management and Budget circulars; and other legal, regulatory, and administrative requirements. These positions are for current students enrolled or accepted for enrollment at a qualifying academic institution and pursuing an accounting degree or a degree in a related field (i.e. business administration, finance, or public administration) which will/is supplemented by at least 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). Those selected will have the flexibility to start in either January or May 2020. This is an excepted service appointment under the OIG Pathways Internship Program. After the Intern successfully completes the developmental program and meets the OPM Qualification Standards for an Auditor, OIG may non-competitively convert the Intern to a term or permanent appointment in the competitive service. This position has no known promotion potential. This position may have the flexibility for a full-time or part-time work schedule. You must meet all eligibility requirements for the Pathway Internship Program and minimum qualifications requirements for the position by the closing date of this announcement. Minimum Qualifications: To qualify for the GS-04 grade level, the applicant must have completed 2 full years of post high school education; or completed an associates degree. Education must be sufficient to demonstrate that the applicant can perform the work at the GS-4 grade level. Note: To be considered for conversion to the competitive service after successful completion of all Pathways Internship Program requirements and academic requirements. You must meet the positive education requirement (listed below) and minimum qualifications for the position to which you may be converted. Conversion is not guaranteed nor an entitlement and is based on the needs of OIG. To be eligible for conversion to an Auditor GS-511, the intern must meet the positive education requirements, described below. Upon conversion the Auditor, GS-511 has known promotion potential to the GS-13 grade level. Positive Education Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR;
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as a Certified Public Accounting or a Certified Internal Auditor, obtained through written examination;or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24- semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. Claimed experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform the work. If you fail to submit sufficient academic documentation necessary to demonstrate that you meet the eligibility and minimum qualification requirements described in this announcement, you will be deemed ineligible for further consideration for this vacancy.
