Qualification Summary
You must meet the following requirements by the closing date of this announcement.Specialized experience: For the GS-12, you must have one year ofspecialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: – Conducting housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that includes gathering and evaluating both documentary evidence and detailed witness interviews, and which culminate in a detailed decision document that analyzes the facts and applicability of federal or substantially equivalent state or local fair housing laws; OR- Developing an assessment of fair housing, fair housing equity assessment, analysis of impediments, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR- Conducting Title VI and 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement. Specialized experience: For the GS-11 you must haveone year of experience at the GS-09 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes:
Experience as part of a team conducting housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that includes gathering and evaluating both documentary evidence and detailed witness interviews, and which culminate in a detailed decision document that analyzes the facts and applicability of federal or substantially equivalent state or local fair housing laws; OR-Assisting in the development of an assessment of fair housing, fair housing equity assessment, analysis of impediments, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR- Conducting Title VI or 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement.

Education:You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree,or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
OR
Combination:You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
