Qualification Summary
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. THIS POSITION IS BEING FILLED AT THE GS-07 LEVEL WITH PROMOTION POTENTIAL TO THE GS-11 LEVEL. Incumbent may be non-competitively promoted to the next higher level after attainment of knowledge, skills, and abilities, meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed. SPECIALIZED EXPERIENCE (for GS-07): You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-05), pay band or equivalent. An example of creditable specialized experience includes planning, designing, and developing packaging methods and techniques. OR EDUCATION SUBSTITUTION: Have successfully completed one full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics functions to assure necessary coordination of packaging policies to provide for efficient procurement, receipt, storage and shipment of hazardous material.
2. Knowledge of federal and international regulations applicable to the packaging and transportation of hazardous materials.
3. Knowledge of packaging methods, policies and procedures to ensure uniformity in the development of packaging requirements and policy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
