Qualification Summary
This position may be filled at the GS-1173-07 or GS-1173-09 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
AND SPECIALIZED EXPERIENCE at GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: Performing pre-vacating, vacating, and assignment inspections; prepares deficiency reports including rough sketches of conditions; and prepares reimbursement vouchers here tenant responsibility for damages are apparent; Receives and processes routine tenant complaints or requests for repair or maintenance of inoperative, damaged, or broken fixtures, furnishings, equipment, or structures; Maintains eligibility lists and assigns quarters in accordance with established procedures or instructions. Prepares regular reports or other submissions concerning housing occupancy, vacancy, placement and other related activities. OR
EDUCATION: Completion of 1 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR
COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 4-year course of study leading to a bachelor’s degree may be used to qualify applicants for the GS-07 level. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. SPECIALIZED EXPERIENCE at GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of the basic principles, techniques, and methodology pertaining to the management planning, scheduling, coordinating and efficient use of housing facilities; perform standard housing management functions such as periodic housing requirement surveys, joint tenant-management inspections, recommending improvement projects, determining authorized allowances, and reviewing or certifying payment claims for work or services provided; a general knowledge of construction, maintenance, repair and improvement practices and the methods and procedures involved in determining acceptable work performance in various trades or crafts associated with repairs, improvements or maintenance of dwelling units, buildings, structures, grounds, roads, streets and utility systems; ability to evaluate the adequacy of housing activities or characteristics as eligibility, assignment, termination, maintainability, habitability, and utility conservation. OR
EDUCATION: A master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or L.L.B or J.D., if related. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in the application of housing property management and privatization principles, concepts and methodologies.
2. Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures.
3. Knowledge of the principles of construction, contract acquisition, and program management.
4. Knowledge of realty practices including management and financing of rental and sale property; and of appropriated fund budget system and contracting provisions sufficient to ensure proper negotiations or commitment of government funds.
5. Ability to analyze interrelated issues of effectiveness, efficiency and productivity and develop recommendations to solve problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
