Qualification Summary
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. BASIC REQUIREMENTS:
A degree that included or was supplemental by major study in education or in a subject-matter field appropriate to the position.
OR
A combination of education and experience – courses equivalent to a major in education or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-11: Applicant’s qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position at the next lower grade level, examples of specialized experience include: interpreting basic principles of School Improvement Program strategies to school administrators, teachers and other educators to meet the goals and objectives to improve student achievement; research federal and state standards to analyze instructional planning, curriculum, staff development and teaching methods; assist with conducting surveys to identified academic issues of concern needing school improvement; review assessment template reports and school improvement status reports for implementation and compliance of strategies on scientifically based research
OR
Possess a Ph.D. or equivalent doctoral degree or three years of progressively higher level graduate education leading to a Ph.D. degree. GS-12: Applicant’s qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position at the next lower grade level, examples of specialized experience include: providing technical assistance on implementation and management of School Improvement Program strategies to school administrators, teachers and other educators to meet the goals and objectives to improve student achievement; collaborate with leadership, educators on implementing instructional planning, curriculum, staff development and teaching methods aligned with federal and state standards; collect and analysis data and identified academic issues of concern needing school improvement; developing instructional planning, curriculum, staff development and teaching methods aligned with Common Core State Standards. SELECTIVE PLACEMENT FACTORS: In addition to the specialized experience above, candidates must meet the following selective placement factor requirement. Selective factors are knowledge, skills, abilities, or special qualifications, that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet the selective factor are ineligible for further consideration. The incumbent must have the experience to perform at the administrative level in assisting school leaders and teachers in developing and implementing a school curriculum, instruction, and assessment, teaching methods, and staff professional development aligned to Common Core State Standards; and Experience identifying and coordinating internal and external resources to develop and implement school improvement plans.
