Military Grades: Officer Only – May not exceed the rank of LTC. Basic Education Requirement: Must possess a Bachelor of Laws or Juris Doctor degree in law issued by an ABA-accredited law school; and, must be currently licensed to practice law in the highest court of any U.S. state, commonwealth, territory or the District of Columbia. (Copies of Official transcripts must be submitted at the time of application.) GENERAL EXPERIENCE: Must possess a validated understanding the basic principles and concepts of the occupation to successfully perform the Judge Advocate duties and responsibilities. SPECIALIZED EXPERIENCE: GS-12 Level – In addition to the required basic education requirement, must possess specialized experience for the GS-12 Level, which includes 12 months of experience as a professional Attorney Advisor; providing legal interpretation and guidance to managers and senior leaders on United States Code Title 32 § 709, National Guard Program; providing legal interpretation and guidance to managers and senior leaders on 10 United States Code; conducting legal research in connection with cases pending administrative hearings and trials before courts of original jurisdiction; addressing legal questions referred by administrative officials; researching and providing legal advice in all functional areas of Administrative, Labor, Medical and Physical Disability, and Ethics Law; addressing complex and difficult legal questions; determining the facts and recommending effective solutions with minimal guidance or supervision; developing and providing solutions to conflicting or contradictory DoD regulations, directives, and policies, and other NGB or state legal guidance; preparing legal documents; addressing Federal Labor-Management relations; collecting information, documenting data to substantiate and validate findings, facts, or violations of government policies, procedures, and instructions; negotiating with those who resist responding or cooperating, due to such issues as organizational conflict, competing objectives, or limited resources. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
