Qualification Summary
To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include: Experienceperforming, or assisting with, multiple functions related to advertising and filling a variety of positions.
Experience responding to inquiries from managers, employees and/or applicants on a wide range of staffing and recruitment issues. Examples of specialized experience include: providing technical assistance to employees and management in a variety of staffing and recruitment services;
reviewing position descriptions
assisting in administering guidance on pay and leave; employee benefits; retirement and other human resources functional areas. To qualify for the GS-09 on Education alone, you must have: At least 2 years of progressively higher level graduate education leading to a master’s degree or have been awarded a master’s or equivalent graduate degree.
You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09,it must include: Experience providing recruitment services for managers that includes all of the following: conducting strategic recruitment discussions, posting job announcements, reviewing applicant qualifications, and referring eligible candidates for employment consideration.
Experience in communicating in writing and presenting information to managers, supervisors, employees, and applicants with technically sound advice on a wide range of staffing and recruitment issues. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify on for the GS-12,you must have at least one year of experience equal or equivalent to the GS-11,it must include: Experienceproviding recruitment services for managers that includes all of the following: conducting strategic recruitment discussions, posting job announcements, reviewing applicant qualifications, referring eligible candidates for employment consideration, researching and interpreting staffing regulations and procedures (e.g. classification standards and evaluation statements, code of federal regulations, merit principles, etc.)AND
Experience providing HR (Human Resources) consultative and authoritative technical services in a HR function (i.e., staffing and recruitment; training and development; classification; labor and/or employee relations; employee benefits; HR systems; performance management; human capital initiatives; etc.). You cannot qualify on education at this level, you must have experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
