Qualification Summary
Specialized experience required for GS-11: To qualify for the GS-11 grade level, you must have one year of specialized experience at the GS-09 level in the Federal service or equivalent. Specialized experience is defined as:(1) Developing procedures, standards and methods for collecting, processing, analyzing, summarizing and presenting statistical or financial data for system and/or project evaluation; (2) assisting in preparing ad-hoc and quarterly reports for management; (3) assisting in preparing statistical tables for the Semi-Annual Reports to the Congress (SARC).
GS-11 grade level applicants may also qualify based on education or a combination of specialized experience and education: To qualify based on education, applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related.A combination of specialized experience and graduate education may also be qualifying. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards

You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.FOREIGN DEGREE EQUIVALENCY EVALUATIONS: If you are applying and using education completed in foreign colleges or universities, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program. Specialized experience required for GS-12: To qualify for the GS-11 grade level, you must have one year of specialized experience at the GS-11 level in the Federal service or equivalent. Specialized experience is defined as:(1) Reconciling complex statistical data; conducting trend analysis; (2) providing input for performance evaluations; independently investigating a variety of technical problems/situations with analytical responsibility for recommending actions, corrections, or solutions; and (3) preparing statistical tables for the Semiannual Report to the Congress.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
