Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2019.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master’s degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j. Grade Determinations: GS-13 Social Work Executive: At the GS-13 grade, Social Worker Program Chiefs are assigned to manage, direct and oversee a major specialty treatment program at a multi-division facility or at the VISN or VA Central Office level. Typical assignments at the facility level include serving as a care line manager or major section chief. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments, determined by the needs of the local facility, the VISN and/or VACO. Experience, Education and Licensure: Social Work Executive must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Their experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. They may have certification or other post-master’s degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3. Ability to supervise multidisciplinary staff assigned to the program.
4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice. References: VA Handbook 5005/50, Part II, Appendix G39. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-13 to GS-13.
