As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senor level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). You must have 1 year of specialized experience at a level close to the work of the position that has given you particular knowledge, skills, and abilities required to successfully perform the requirements of the position. Typically, this type of experience would be found within this field or a field that is closely related. To meet the minimum qualification requirements for this position, you must show that you possess the three mandatory TQs and the five ECQs and any Specialized Education requirements. You must submit a separate narrative statement that addresses each of the MANDATORY TECHNICAL QUALIFICATIONS (TQs) related specifically to this position as well as the EXECUTIVE CORE QUALIFICATIONS (ECQs) related to all positions in the SES. Your narrative statements should include specific examples of experience, education, and accomplishments, applicable to the position. Limit your narrative statements to not more than two pages for each mandatory Technical Qualification. Do not exceed 10 pages for your narrative statements addressing all Executive Core Qualifications. TECHNICAL QUALIFICATIONS (TQs) Demonstrated experience in formulating policies, goals, objectives, and operational strategies for Information Technology systems and programs for a large, complex, geographically dispersed organization with multiple security classification levels. Demonstrated ability in conceptualizing, designing, developing, implementing, evaluating and managing Information Technology and Knowledge Management systems within a research and development environment as well as operationally deployed environments. Demonstrated experience as a Chief Information Officer and with planning, programming, budgeting, and executing information technology budgets. EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as ‘ineligible.’ Additional information on the ECQs is available at www.opm.gov/ses/recruitment/ecq.asp. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Do not exceed 10 pages for your narrative statements addressing all Executive Core Qualifications. ECQ 1 – LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 – LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 – RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 – BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 – BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. SPECIAL NOTE: Current and former career SES employees or graduates of a SES Candidate Development Program who have been certified by OPM do NOT need to address the ECQs; however, you must address the TQ statements for consideration for this position.
