Qualification Summary
To qualify for the GS-14: You must have at least one year of specialized experience at, or equivalent to, the GS-13 federal grade level. This experience must include duties such as: Leading IT project teams in advanced systems software or hardware development or implementation efforts; applying agile or agile-like project management principles to large scale, complex IT infrastructure projects; and developing project plans to ensure the successful acquisition, installation, and upgrade of IT application requirements.. In addition to specialized experience, applicants must also demonstrate proficiency in the following four competencies: Attention to Detail – creates and reports on metrics and key performance indicators for executive reporting. Customer Service – works with IT managers to assess needs, provide expert technical information, and collaborate on solutions. Oral Communication – provides project briefing to senior management officials and persuades officials to accept recommendations. Problem Solving – utilizes project management principles, proposes solutions to complex issues related to resources, project scope, and customer requirements. Selective Placement Factor:
To be found fully qualified for this position, applicants must have one of the following certificates: Project Management Professional (PMP) – Project Management Institute Agile Certified Practitioner (PMI-ACP) Professional Scrum Master Certification Level 1 (SCRUM.org) Certified Scrum Professional (CSP) – Scrum Alliance Certified Scrum Professional Scrum Master (CSP- SM) – Scrum Alliance Certifications must be current (unexpired). Applicants must submit a copy of their certificate as part of their application. Those who do not submit a copy prior to the closing date will be determined not to be qualified for the position and will not receive further consideration. Selective Placement Factor:
To qualify for this position, applicants must be proficient in (English) writing. An applicant’s proficiency in (English) writing will be assessed through an online (USA Hire) writing assessment. Applicants who do not display a minimum level of proficiency on the USA Hire Writing Assessment will be ineligible for further consideration. Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration by the closing date of this announcement.
