Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensiveprogram and/ororganization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Expert knowledge of nuclear engineering to include reactor materials, nuclear physics, reactor theory, heat transfer, hydraulics, and electrical design, naval architecture, and radiation health as applied to nuclear propulsion. Expert experience and thorough knowledge of submarine performance requirements, design, construction and testing, reactor plant testing and reacting plant operating procedures, which will enable the candidate to adequately coordinate and integrate research and development for naval nuclear powered submarine systems and components. Knowledge of and experience with Naval Nuclear Propulsion Program organization structure and activities, as well as budgeting, cost control, and schedule management practices are considered an integral part of the nuclear propulsion plant design, construction, operation, maintenance, and testing.
