Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: You may qualify based on your experience and/or education as described below:
Specialized Experience:GS-12 Grade Level – Applicants must possess at least one year of specialized experience equivalent to the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: may have been gained independently by resolving space planning issues, analyze facility buildings (owned and leased) to determine the most efficient use of space and to determine phasing and/or “domino” moves. Provides options to improve existing space. Conducts periodic building audits. Coordinates department moves, planning meetings, and creates move-related work orders. Develops initial programmatic plans for use by engineering and project management staff based on long-range analysis of functional and space utilization programs. Manages, assesses, enters and extracts information from a wide variety of databases. This experience must have been gained at or above the GS-11 or equivalent level. OR
Applicants may substitute education for the experience required for the GS-11 level. Applicants must possess Master’s or equivalent graduate degree or at least two full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPTS REQUIRED) OR
Applicants may also combine education and experience to qualify at the GS-11. Have a combination of specialized experience as described in A
and more than one year of graduate education as described in B which totals at least one year. NOTE: to compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. The following is an example of how education and experience may be combined (example only and not all-inclusive). The position to be filled is a Human Resources Specialist, GS-0201-12. An applicant has 6 months of specialized experience equivalent to GS-11 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-11. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant’s first year of graduate study is not qualifying for GS-11.) (TRANSCRIPTS REQUIRED) Physical Requirements: The work places limited physical demands on the employee. The work includes walking, standing, bending and carrying of light items such as papers and books and, occasionally, heavier items may be required. Incumbent shall be expected to attend site visits as required by procurement requirement. These site visits may be in outdoor settings where significant physical demands will be required (climbing hills/valleys, roughed terrain, rural areas, etc.), and visits to construction sites.
