Mandatory and Educational Requirements A 4-year course of study leading to a Bachelor’s Degree with a major in any field; and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management. Specialized Experience Progressively responsible experience that provided knowledge of Federal Acquisition Regulations principles, concepts, and practices, reform initiatives, and policies and procedures, and demonstrated ability to effectively apply these laws, regulations and procedures to determine contracting methods, types of acquisition instruments, business and negotiation strategies, techniques of cost analysis, and determination of contractor responsibility, methods of monitoring the performance of long term contracts and agreements with multiple partners, and contract and agreement administration. Knowledge of 2 CFR 200, Uniform Administrative Requirements for Cost Principles, and Audit Requirements for Federal Awards, Subtitle A- Office of Management and Budget Guidance for Grants and Agreements. Recent experience with the Federal Grants process. Currently serves as a Warranted Contracting Officer or has served as a Warranted Contracting Officer within the last 2 years, with proven technical competencies to conduct a wide range of acquisition life cycle activities from acquisition planning through contract award and subsequent closeout activities.
