Area of Consideration: This position is open to Category 1 only. Category 1: All permanent On-Board Technicians employed with the South Carolina Army National Guard (Note- Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this category) Category 2: All current military (M-Day) members of the South Carolina Army National Guard. Category 3: Current Nationwide National Guard Technicians. Must be willing to accept Interstate Transfer into South Carolina Army National Guard and Technician Program. Category 4: US Citizens eligible for immediate membership in the South Carolina Army National Guard. BASIC QUALIFICATION REQUIREMENTS: To qualify an applicant for any Financial Clerical and Technician Program Series GS-0503, apply and evaluate the applicant’s competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following five basic qualification factors are applicable to each GS-0503 career level grades, as cited above: Skilled in collecting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; and, Skilled in applying procedures and directives by reading and interpreting program material. GENERAL EXPERIENCE: Is experience that the applicant gained through work within similar financial program structures that support the Series’ GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position’s competencies (skill, knowledge, abilities, and behaviors). SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the prescribed duties of the position. An applicant must demonstrate the specialized experience competencies, as cited in each Series’ grade, to qualify for a position identified by its applicable position description GS-Grade, financial management certification career level, and assigned military skills..
