Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation but must have been held in the Federal service. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on education and/or experience as described below: To meet the minimum qualifications for this position at the GS-05 grade level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Possess at least three years of experience that involved analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; planning and organizing work; and communicating effectively orally and in writing. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have completed 4-year course of study leading to a bachelor’s degree OR possess a bachelor’s degree completed OR completion of education beyond the bachelor’s degree, e.g., graduate study, master’s degree, LL.B., J.D., LL.M., Ph.D. NOTE: A transcript or course listing must be submitted if you are basing all or part of your qualifications on education. See “How to Apply” for a description of a course listing. Applications submitted without this information may not be considered. (UNOFFICIAL TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education: To calculate the combination of education and experience, determine the amount of experience you have a percentage of the experience, required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level of GS-5. (UNOFFICIAL TRANSCRIPTS REQUIRED) To meet the minimum qualifications for this position at the GS-07 grade level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: basic knowledge of and experience applying laws and regulations to the various Federal Human Resources programs assigned to the position (i.e. Classification, Pay, Staffing, Benefits, Employee Development and Training, Performance Management, Employee Relations, and Labor Relations) and the ability to apply this knowledge to a variety of work assignments. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have One full year of graduate level education in a field that provided the competencies/knowledge, skills, and abilities necessary to do the work. (UNOFFICIAL TRANSCRIPTS REQUIRED) OR, Combination: An equivalent combination of successfully completed graduate level education and specialized experience as described above to meet the total qualification requirements for this position. (UNOFFICIAL TRANSCRIPTS REQUIRED). To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-7. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
