Qualification Summary
CRITERIA 2 – EXECUTIVE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential – not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. One page maximum per ECQ.)(Note: Current Senior Executive Service (SES) or Defense Intelligence Senior Executive Service (DISES) members, former SES or DISES members who are reinstatement-eligible and graduates of OPM-certified Candidate Development Programs are not required to address the ECQs, but must address the IC Senior Officer Core Qualifications and Technical Qualifications.)1) Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.Leadership Competencies:a. Demonstrated ability at senior level of leading, developing, communicating, coordinating, and defending oversight operations to Agency management, Congress and other Federal Inspectors General. 2. Expertise and/or knowledge of the audit, inspection, and investigative methodologies and procedures used in executing effective oversight and management of government programs, resources, personnel, and operational activities.3. Experience in leveraging technology and data to optimize the outcomes and impact of oversight activities (i.e., audits, inspections, investigations).4. Work experience that qualifies for joint duty certification under Intelligence Commu
