Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6, For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: You may qualify based on your experience and/or education as described below: Specialized Experience: GS-7 Grade Level – Applicants must possess at least one year of specialized experience equivalent to the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to, providing technical or administrative support in clinical health professions student and resident programs, acting as a liaison, managing databases, onboarding processes, coordinating meetings, etc. This experience must have been gained at or above the GS-5 or equivalent level.
OR
Applicants may substitute education for the experience required for the GS-07 level. Applicants must possess ONE full year of graduate level education or superior academic achievement. Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
OR
Applicants may also combine education and experience to qualify at the GS-7 and the GS-9 level. NOTE: to compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. The following is an example of how education and experience may be combined (example only and not all-inclusive). The position to be filled is a Program Specialist, GS-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant’s first year of graduate study is not qualifying for GS-9.)
GS-9 Grade Level – Applicants must possess at least one year of specialized experience equivalent to the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to, health professional students and resident program management and oversight, developing and updating medical center processes, preparing onboarding materials, developing, oversee, and evaluate processes to ensure compliance with reporting requirements, data collection and analysis, etc. This experience must have been gained at or above the GS-7 or equivalent level.
OR
Applicants may substitute education for the experience required for the GS-09 level. Two full years of progressively higher level graduate level education leading to a master’s or equivalent graduate degree OR a LL.B. or J.D. degree, if related.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required due to meetings with both clinical and administrative services. The work may include some walking, standing, bending, and carrying of light items as papers and books. No special physical demands are required.
