Qualification Summary
Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Advising management on a wide range of staffing and classification practices; Conducting position reviews and review management requests for classification actions; and Applying position classification standards to positions to determine occupational series, title and grade level. OR You may substitute a Master’s degree or two full years of progressively higher-level graduate education leading to such a degree in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Researching and interpreting a variety of personnel regulations to resolve classification issues; Applying a full range of position classification, position management, and staffing principles to make definitive determinations in the proper crediting of factor levels, allocation of grade levels, and to document grade distinctions; Communicating and delivering briefings, staff reports, and correspondence to provide recommendations to management on organizational structures, grade levels, and position management. OR You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. GS-12: In addition to the requirements at the lower grade levels, you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Applying human resources management concepts, laws, policies and practices to solve staffing and classification issues and make recommendations; Making final determinations on the ultimate allocation of grade levels to positions and document grade distinctions with supporting criteria and justification; Resolving complex classification problems and communicating results to all levels of management.
