You do not need a degree to qualify for this position.We are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined asresearching and analyzing case management of labor/employee relations in the less complex matters related to labor negotiations, conduct, performance, attendance, and dispute resolution – OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position.To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as providing guidance, advice, and technical expertise in labor/employee relations matters to employees and managers. Research and analyze case management in complex matters related to labor negotiations, conduct, performance, attendance, and dispute resolution.Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: Knowledge of, and skill in applying HRM principles, practices and legal and regulatory requirements; and analytical skill sufficient to recommend appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems.
Knowledge of and skill in applying, labor/employee management relations theory, principles, methods, and precedents; and applicable local negotiated agreements sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues.
Knowledge of and skill sufficient to assist in the planning, organizing, directing and evaluating EPA Region 10’s labor management relations programs.
Knowledge of conflict resolution techniques enough to interact in occasional highly charged emotional situations because of delicate or highly contested case matters and determinations.
Knowledge of the concepts, principles, and methods of the Federal labor relations program and skill in applying, labor relations theory, principles, methods, and precedents, and applicable local negotiated agreements were enough to serve as a point of contact on labor-management matters of overall concern to established bargaining units at the local level.
Knowledge of OPM and agency personnel programs and systems, and relevant analytical and evaluation methodologies.
Ability to express and present ideas clearly and concisely, both orally and in writing.
Ability to establish and maintain sound working relationships with supervisors and managers to provide effective and comprehensive management advisory services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
