Qualification Summary
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. BASIC REQUIREMENTS:
1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR
2. Combination of education and experience — courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in 1 above. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications requirements below. MINIMUM QUALIFICATIONS:
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. For the GS-12 Grade Level: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, providing on-going trainings on grant requirements and education laws that affect the operation of schools; providing technical assistance and ensures that policies, and procedures and processes are established; providing periodic reviews, evaluations, and revisions to meet changing needs and circumstances; analyzing substantive and administrative progress reports for use in program planning, budget justification, and evaluation documents; monitoring projects approved for funding and providing technical assistance. For the GS-13 Grade Level: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, interpreting, analyzing and participating in the development of guidelines, policies and procedures; serving as an expert in providing training to school board members on grant requirements and education laws, improving student academic achievement and working with schools to resolve issues; evaluating and analyzing complex problems, issues, concerns, and recommend appropriate alternative solutions; serving as a consultant in the accreditation process providing direction on governance and leadership, teaching and assessing for learning and the use of continuous improvement. NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
