Qualification Summary
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results. Applicants must submit written narratives to each MTQ and ECQ, and limit narrative statements to one page per MTQ and two pages per ECQ. Applicants who upload the same narratives for each MTQ or ECQ, use “see resume” as a response, or whose narratives extend beyond the required page limits, limit their chances for further consideration. Mandatory Technical Qualification(s) Substantial, demonstrated experience in leading, managing, and supervising broad-ranging and complex criminal investigations and investigative matters (internally and externally) relating to alleged or suspected criminal or administrative violations of criminal laws focused on corruption, fraud, waste and abuse. Experience as a Criminal Investigator or an equivalent position with experience with complex financial and white collar crime investigations. Substantial experience leading, managing and supervising the organization, drafting, editing and publication of highly complex investigative reports. Demonstrated ability to coordinate program efforts with other internal and external organizations, represent the organization to key individuals and groups outside the immediate work unit, as well as serve as spokesperson for the organization. Executive Core Qualifications – Mandatory ECQ 1 – LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, and Vision. ECQ 2 – LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
Competencies: Conflict Management, Leveraging Diversity, Developing Others, and Team Building. ECQ 3 – RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility. ECQ 4 – BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
Competencies: Financial Management, Human Capital Management, and Technology Management. ECQ 5 – BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Competencies: Partnering, Political Savvy, and Influencing/Negotiating. Additional information on the Executive Core Qualifications is available at NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met: You are currently serving under a career Senior Executive Service (SES) appointment (Department of Defense DISESs and DISLs, and Intelligence Community SES are typically not OPM QRB certified and are therefore required to submit ECQs. If your SF-50 shows a code 3 on block 34, you must address the ECQs or provide proof of OPM certification), You are eligible for career reinstatement into the SES, or You have successfully completed an OPM approved SES Candidate Development Program.
