Qualification Summary
Time-in-Grade: In addition to specialized experience, you must meet the time in grade requirement. Current and former Federal civilian employees must have held a position at the grade 09 for at least 52 weeks in the Federal Service for promotion to the grade 11. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as VEOA eligible which do not require time-in-grade/band.
Basic Requirements:A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.-or-B. Combination of education and experience – courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education.Specialized Experience:Grade 11:You qualify at the grade 11 level if you possess one year ofspecialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 09 level to meet the qualification requirements in the Federal Service. Specializedexperience must have equipped the applicant with a professional knowledge of statistical theories, methods, and techniquesto include work focused on analysis and advisory functions, such as analyzing work requirements and determining necessary resources; assisting cost estimates based on anticipated workloads with the help of management, monitoring survey costs and production capabilities; or reviewing program or work operations to determine effectiveness of activities.Education Substitution: The following may be substituted for the required specialized experience.GRADE 11: 3 years of progressively higher graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed post-graduate education and experience may be used to meet the required specialized experience.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Employees on a permanent appointment who were hired through a Recruiting Bulletin, who have not served in their current appointment for at least 90 days, are not eligible to apply.
