Qualification Summary
SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized Experience is defined as providing project management services for short- and long-range construction and renovation projects; reviewing project plans and specifications for workability, informing contractors of requirements and ensuring conformance with project plans; ensuring discrepancies are resolved; acquiring and purchasing equipment and services, and procuring complex equipment, services or construction; and representing the agency with the sponsor/customer and other agencies/organizations and keeping them informed of project progress, issues, resolution and impact on costs.
Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. Knowledge of project management principles, concepts and methodology to plan and complete a variety of small to large multi-purpose renovations, alterations or facilities related projects.
Knowledge of the policies and procedures of functional and administrative areas such as contracting, finance and accounting, budget, information, etc., to coordinate and resolve questions and/or problems.
Skill in the review of architect and engineering design and space criteria for economical utilization of facilities and equipment.
Ability to conduct surveillance activities over construction and maintenance projects, including reviewing plans and ensuring conformance with project plan.
Skill in maintaining effective working relationships with both internal and external customers to serve as a point-of-contact for assigned projects.
Skill in written and verbal communications to explain and/or defend status of project, make presentations, etc.
Knowledge of automated systems sufficient to enter and retrieve pertinent program information.
Ability to develop and support the acquisition strategies and initiatives to acquire and purchase equipment and services, and ability to procure complex equipment, services or construction.
Ability to monitor project progress and advise the sponsor/customer of issues and their resolution and impact on costs. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
