Qualification Summary
GS-14: To be eligible at the GS-14 level, you must have ONE year of Specialized Experience at the GS-13 level in Federal Service. Specialized experience must have provided the applicant with the ability to support senior management of an organization through independently planning, analyzing, managing, evaluating, and exercising delegated authorities (e.g. signature/approval authority) for one or more of the following administrative programs: financial management, human resources, information technology, and/or contracting/acquisitions, through subordinate technical staff. Examples of qualifying experience include:
-Supervising a Financial Management program that includes budget, accounting, or auditing operations.
-Supervising a Human Resources (HR) program that delivers the full range of HR services (e.g., staffing, classification, employee benefits, pay administration, performance management),
-Supervising an Information Technology (IT) program that delivers systems management and administration, customer/user support, and application of new technology.
-Supervising an acquisitions or contracting function
-Supervising an administrative support function that provides a combination of administrative or related services to an organization comparable to the level described above. GS-14 Selective Placement Factor: A selective placement factor is determined to be essential for successful performance in this position. To those candidates who do not meet the following selective placement factor will be rated “not qualified” for the position. Selective Placement Factor: Demonstrated ability to supervise at least one of the following administrative programs through subordinate staff (human resources, financial management, information technology, or acquisitions/contracting). GS-15: To be eligible at the GS-15 level, you must have ONE year of Specialized Experience at the GS-14 level in Federal Service. Specialized experience must have provided the applicant with the ability to 1) advise senior managers of an organization on the proper and efficient use of human, financial, technology, or physical resources to achieve organizational goals; 2) ensure accountability and internal controls for assigned programs; and 3) independently plan, analyze, manage, evaluate, and exercise delegated authorities (e.g. signature/approval
authority) for two or more of the following administrative programs: financial management, human resources, information technology, and/or contracting/acquisitions, through subordinate technical staff. Examples of qualifying experience include supervising two or more of the following:
-Supervising budget planning, execution, and evaluation of an organization’s operating budget
-Supervising a Human Resources (HR) program that delivers the full range of HR services (e.g., staffing, classification, employee benefits, pay administration, performance management),
-Supervising an Information Technology (IT) program that delivers systems management and administration, customer/user support, and application of new technology
-Supervising an acquisitions or contracting function
-Supervising an administrative support function that provides a combination of administrative or related services to an organization comparable to the level described above. GS-15 Selective Placement Factor: A selective placement factor is determined to be essential for successful performance in this position. To those candidates who do not meet the following selective placement factor will be rated “not qualified” for the position. Selective Placement Factor: Demonstrated ability to manage through subordinate supervisors or staff, at least two of the following administrative programs (human resources, financial management, information technology, or acquisitions/contracting). Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Such proof may include a copy of your written notification of ICTAP eligibility or a copy of your separation personnel action form.
