Qualification Summary
Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. For the GS-11: Applicants must meet one of the following: A. Applicants must possess one year of specialized experience equivalent in difficulty and level of responsibility to that of the GS-9 level in the Federal service analyzing the potential environmental and social impacts of investments in at least two sectors (i.e., infrastructure, manufacturing, agriculture, health, or housing) against international standards, such as those issued by the International Finance Corporation; experience developing strategies with private sector businesses to mitigate environmental and social risks in at least two sectors (i.e., infrastructure, manufacturing, agriculture, health, or housing); experience monitoring or auditing environmental and social compliance against license or permit conditions or laws and regulations; and experience assisting in the evaluation and preparation of environmental and social impact assessments for infrastructure, manufacturing, agriculture, health, or housing projects using a sound interdisciplinary approach (i.e., environmental/civil engineering, ecology, geology, industrial hygiene, environmental chemistry, environmental management, environmental modeling, sociology, anthropology, or environmental economics); OR B. Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a related field; OR C. Applicants may substitute an equivalent combination of experience and education as defined above which equals 100%. For example, 6 months of experience and 2 1/2 years of creditable graduate level education. (Note: Applicants who select this response must provide transcripts as verification of their education). For the GS-12: Applicants must have one year of specialized experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service analyzing the potential environmental and social impacts of complex investments in at least three sectors (i.e., infrastructure, manufacturing, agriculture, health, or housing) against international standards, such as those issued by the International Finance Corporation; experience developing strategies with private sector businesses to mitigate major environmental and social risks in at least sectors (i.e., infrastructure, manufacturing, agriculture, health, or housing); experience monitoring or auditing environmental and social compliance against license or permit conditions or laws and regulations; experience analyzing practices and procedures used to identify major reputational, regulatory and finance risks and risk mitigation strategies to address those risks; and experience evaluating or preparing environmental and social impact assessments for infrastructure, manufacturing, agriculture, health, or housing projects using a sound interdisciplinary approach (i.e., environmental/civil engineering, ecology, geology, industrial hygiene, environmental chemistry, environmental management, environmental modeling, sociology, anthropology, or environmental economics). EDUCATION DOES NOT SUBSTITUTE FOR SPECIALIZED EXPERIENCE AT THE GS-12 GRADE LEVEL. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
