Qualification Summary
Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05:
Specialized Experience: To qualify based on your work experience, your resume must identify that you possess 3 years of general experience with 1 year of which was equivalent to at least GS-4. General experience is defined as experience that is typically in or related to the work of the position to be filled such as; Analyzing problems to identify significant factors, gather pertinent data, and recognizing solutions; Planning and organizing work; Communicating effectively (orally and in writing) such as analyzing supply demand and forecasts of materials used in the manufacturing of equipment; and keeping abreast of changes in the automated data system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education Substitution: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-05 level you may substitute education for experience with a 4-year course of study leading to a bachelor’s degree.
OR
Combination of Education and Experience Substitution: Compute the percentage of the requirements for both education and experience, and the total needs to be at least 100%. (To compute the percentage, divide your total months of qualifying experience by 36. Then divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify). GS-07:
Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Analyze supply demand and forecasts of materials used in the manufacturing of equipment; reviews material stockage objectives to ensure organizational requirements are met; recommend revisions to supply policies and procedures to improve supply accountability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education Substitution: Successful completion of one full year of graduate level education OR a Bachelor’s degree with Superior Academic Achievement (SAA). SAA is defined as bachelor’s degree with at least one of the following: upper third of graduating class OR G.P.A. of 2.95 or higher OR membership in a national scholastic honor society.
OR
Combination of Education and Experience Substitution: If you have some, but not all, of the experience or education described above by combining the amount of creditable experience and education. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. You will be evaluated on the basis of your level of competency in the following areas:
