Qualification Summary
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing Contract Specialist duties such as: 1) Conducting acquisition planning and contract pre-award functions to develop procurement objectives; determine procurement method and contract type; prepare and maintain acquisition plans; document acquisition strategy; and obtain appropriate approvals; 2) Performing detailed analysis of all elements of cost in contractor proposals to make competitive range determinations and arrive at a fair and reasonable price; 3) Planning and preparing negotiation strategy and leading negotiations with contractors to discuss technical deficiencies and cost issues; 4) Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes and contract terminations; and 5) Interpreting and applying relevant laws, regulations, policies, standards and procedures to conduct pre-award and post award functions; and to resolve specific contracting and procurement issues.
