Qualification Summary
To qualify for the GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting procurement policies and procedures (i.e. Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, Navy Acquisition Regulations, NAVSEA Contracts Handbook) and applying regulations that govern various contract types (i.e. firm fixed price, indefinite delivery, service and supply contracts, cost reimbursement, labor hour, time and material). Experience advising acquisition stakeholders on complex contracting and technical issues. Experience arranging departmental training, resolving conflicts, developing procedures, and instructions to deliver policy briefings at the shipyard and higher echelon levels. Experience performing contract administration functions which include handling of claims, contingency pricing, and other administrative matters. Specialized experience must demonstrate the following: Experience interpreting procurement policies and procedures (i.e. Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, Navy Acquisition Regulations, NAVSEA Contracts Handbook) and applying regulations that govern various contract types (i.e. firm fixed price, indefinite delivery, service and supply contracts, cost reimbursement, labor hour, time and material). Experience assisting acquisition stakeholders on complex contracting and technical issues. Experience planning, establishing, and reviewing contract programs policies, or procedures to ensure compliance and provide staff advisory services. Experience performing contract administration functions which include handling of claims, contingency pricing, and other administrative matters. Experience assisting in the development of acquisition related procedures and assisting personnel on the appropriate application of procurement policies/regulations.
