Qualification Summary
The duties of this position are developmental in nature and lead to the full performance level of Electrical Engineer, GS-0850-13. The incumbent of this position may be non-competitively promoted to the target level of the position through the intervening grades of GS-11 and GS-12, upon meeting all regulatory requirements as follows: (1) certification by the supervisor of successful performance; (2) completion of all training requirements; and (3) the availability of work at the next higher grade level. Note: Promotion is not automatic. A qualified candidate’s online application and resume for the GS-0850-09 must demonstrate at least one year of specialized experience equivalent to GS-07 for the next lower grade level in the Federal service. Specialized experience for this position is defined as: Assists in providing technical project management to energy delivery, and cybersecurity, or energy security, advanced energy research to adequately assess technology status.

DO NOT write “see resume” in your application! Knowledge of, and skill in applying, advanced theories, concepts, principles, and practices in the science of electrical engineering and cybersecurity.
Awareness of terrorist threats and tactics, physical and cyber security and protective measures, and critical infrastructure technologies.
Knowledge of electrical engineering principles, specifically in electrical transmission grid and distribution systems.
Skill in applying the management transformation from engineering concepts to practical energy security and infrastructure system and components.
Knowledge of procurement policies and procedures.
Knowledge of financial management and budget policies and procedures in order to ensure appropriate use of federal funds in project management activities.
Skill in oral and written communication to communicate energy research results.
Skill in using project management tools and software. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
