To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2019. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE GS-9: One (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Qualifying Specialized Experience Includes: Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations. Ability to use qualitative and quantitative analytical techniques. Skill in conducting interviews with committee members and investigators and employees to obtain research information under the oversight of the IACUC. Knowledge of Federal, State and local regulations, policies and guidelines to review and analyze completed research submissions in order to determine the most expeditious processing mechanism allowed for the application. High level of expertise and knowledge in composing detailed and highly complex correspondence in order to ensure that all concerns, the rationale, regulations, if applicable, and technical questions of the committee are quickly, concisely and intelligibly communicated to investigators. Detailed knowledge of a substantial body of regulatory information regarding the use of animal subjects in research and education. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9 Having a master or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL. B or J.D., if related. (One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). (Transcripts Required) OR COMBINATION OF EXPERIENCE AND EDUCATION GS-9 Equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work of the position as outlined for the GS-09 above. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
