Qualification Summary
You must meet the following requirements by the closing date of this announcement.
Specialized Experience:For theGS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experiencefor this position includes:
– Experience as part of a team conducting housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that includes gathering and evaluating both documentary evidence and detailed witness interviews, and which culminate in a detailed decision document that analyzes the facts and applicability of federal or substantially equivalent state or local fair housing laws;OR- Assisting in the development of an assessment of fair housing, fair housing equity assessment, analysis of impediments, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency;OR- Conducting Title VI or 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement.
OREducation:You may substitute education for general or specialized experience as follows:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degreeor LL.M., if relatedORCombination:You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Specialized Experience:For theGS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experiencefor this position includes:

Specialized Experience:For theGS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experiencefor this position includes:
– Dealing directly with clients or staff officials to obtain information, to discuss specific minor problems, and to explain regulations and compliance review procedures; OR – Gathering facts related to allegations of discrimination, analyzes them, and makes recommendations to higher level staff for resolving complaints;OR – Using geographic concepts, tools, and systems to analyze resource conditions and trends; OR – Conducting legal research to apply Fair Housing, Title VII, or other Civil Rights laws to related issues; OR – Using software programs to track projects and provide status to help recipients carry out Fair Housing program objectives. OR
Education:You may substitute education for general or specialized experience as follows:One full year of graduate level education in a related field, or Superior Academic Achievement based on a bachelor’s degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
ORYou may qualify by a combination of experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed using the total qualifying experience as a percentage of the experience required and adding the percentage of the required education completed; the total percentages must equal at least 100 percent to qualify.
