Qualification Summary
This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for is April through October, but can be variable during these months due to project requirements or weather conditions. Anticipated non-pay status will be from November to March unless other work exists that can be assigned during this period. Though non-pay time may be reduced, you will still be placed in non-pay status for a minimum of 1 pay period or 2 weeks a year. May be required to work Monday – Thursday four 10 hour days for tour of duty. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Senior Firefighter (SFF) and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Selective Factors: The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
1. NWCG Primary Core Requirement (FFT1)
2. NWCG course S-290 “Intermediate Fire Behavior”
3. This position requires a valid state driver’s license. Candidates who do not meet these requirements by close of this announcement will receive no further consideration for this position. Selectees for IFPM positions requiring currency will be required to obtain and maintain currency for the NWCG qualifications listed above. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must not have reached their 37th birthday upon appointment to this position unless there is sufficient prior Federal service in a covered position to permit retirement on or before the mandatory retirement age for this type of position. An exception is allowed if you are a qualified veteran preference eligible. – AND – Applicants must possess at least one of the following minimum qualifications by close of the announcement: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: GS-7: A. Have at least one full year of experience equivalent to the GS-06 level in the Federal service performing the following: (1) performing in wildland fire engine operations, OR at least one of the following wildland fire-fighting functions: initial attack and fire-line suppression operations; prescribed fire operations; helitack operations; (2) leading and/or supervising others in any two of the following functions: initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; (3) providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire training; (4) performing duties related to forest or range fire control prevention or suppression. -OR- B. Have successfully completed a full year (18 semester hours) of graduate level education in forestry, range management, agriculture or a subject-matter field directly related to this position (You must submit a copy of your transcripts as proof of any claimed education). -OR- C. Have less than one year of specialized experience described in “A” and I have not completed one year of graduate level education described in “B” but, I have a combination of the experience and the graduate level education that, when combined, equals 100% of the total requirement. Note: To calculate your combination amount, first determine your total qualifying specialized experience as a percentage of the experience required above; then determine your total qualifying graduate education as a percentage of the education required above; add the two percentages. The total percentage must equal to 100 percent to qualify. (You must submit a copy of your transcripts as proof of any claimed education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as “varies”.
