Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. MINIMUM REQUIREMENTS: SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. FOR GS-09: One year of full-time specialized experience equivalent to at least the GS-08 grade level in the federal service providing assistance for program planning, support and follow through on completion of a variety of administrative function and/or program support responsibilities necessary for management; prepare requisitions for procurement of supplies and/or services; assist in the consolidate of annual funding estimates into a complete operating budget; prepare travel arrangements, travel authorizations and vouchers; gather financial data for review and comparison; resolve problems referred by others; interpret reports/data, the scope of the project, and deadlines for completion; provide correspondence control and coordinate information and prepare a wide variety of responses; schedule day-to-day office plans and staff schedules; maintain office records/files, serve as a liaison to resolve issues related to advisory/technical services of administrative support functions; and finalized documents using software applications as electronic mail, desktop publishing, spreadsheets, databases and presentations. PROFICIENCY REQUIREMENT: Applicants for this position must show possession of Office Automation skills and must have typing proficiency of 40 words per minute. Applicants must meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue certificates by the Office of Personnel Management, or by self-certifying their proficiency. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service.
