SPECIALIZED EXPERIENCE REQUIREMENTSGS-12: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this grade level is defined as: Experience using qualitative and quantitative techniques to measure the effectiveness, efficiency, and productivity of energy efficiency programs.
Experience managing tools and programs related to rating and promoting energy efficiency of residential or commercial buildings (i.e., Home Energy Score, Building Asset Score, and/or Better Buildings).
Experience assimilating technical and non-technical information to inform research and development investments for energy saving technologies in buildings.
Experience using energy modeling and/or building data systems (i.e., Home Energy Score, Building Asset Score, and/or Better Buildings), to inform the development and refinement of energy efficiency programs. GS-13: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for thisgrade levelincludes those listed above as well as: Extensive experience developing and completing randomized controlled tests of energy rating and energy efficiency programs (i.e., Home Energy Score, Building Asset Score, and/or Better Buildings).
Extensive experience using data and statistical tools (e.g., SAS) to measure the effectiveness, efficiency, and productivity of energy efficiency programs.
Extensive experience managing teams of interdisciplinary experts to create tools and programs related to energy efficiency ratings of buildings (i.e., Home Energy Score, Building Asset Score, and/or Better Buildings).
Experience and demonstrated success with selecting, managing, and reviewing research on energy efficient and grid-interactive technologies in buildings. Broad skill and knowledge in applying analytical and evaluative methods and techniques to research and resolve significant energy efficiency issues and problems.
Knowledge of energy modeling and data systems to enable the development and refinement of residential or commercial building energy efficiency programs.
Broad knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of energy efficiency programs.
Expert knowledge of energy rating tools and/or energy efficiency promotion programs, including Home Energy Score, Building Energy Asset Score, or Better Buildings programs or tools; and of BTO’s programs and missions.
Skill in the development and management of program tools, and policies related to energy efficiency of buildings.
Ability to analyze workforce needs related to effective use of energy efficiency technologies and management in buildings.
Ability to assimilate technical and non-technical information to best inform research and development investments for energy saving technologies in buildings.
Ability to communicate effectively orally and in writing to make recommendations to management and brief them. “Experience” refers to paid and unpaid experience.
